Don't have access to the whole article but I believe part of the process in collecting if VZ doesn't want to pay is that Crystallex must go to court in any jurisdication they want to have access to VZ assets. The same holds true with going to court in the US to be able to access assets. This is why they went to court in the US over the illegal transfer of funds.
