Maduro uses the tax hike to amend the economic downturn
With the same optimism in 2013 and the same promises of good next year, President Nicolas Maduro took the penultimate day of the special legislative powers to predict that 2015 will be a "productive year" and the victory over the "economic war" . To this end, a chain of more than three hours and tried to explain it signed 28 enabling laws. The president made a nod to foreign investment; on the gold sector said that will strengthen sovereignty in the exploitation and marketing of mining.
The tax character was repeated under the heading Maduro Tuesday. It increased between 20 and 50 percent tax on alcoholic beverages; increased by 15 percent the rate of luxury tax. It also eliminated within 30 days for payment of taxes on the tobacco industry.
President Nicolas Maduro signed a Foreign Investment Law, a group of 28 decree-laws of economic nature, shortly before the termination of the special powers granted to it by the Assembly Nacionalpara legislate by decree for one year.
The new laws include one against monopolies, another amending Act Value Added Tax (VAT) on purchases of luxury and reserving the state gold mining.
"The goal is to prevent cartelization and control demand by transnational or groups that shape and constrain economic development from the private sector," he explained.
According to Maduro, laws establish a framework for the revitalization of the economy in 2015, when he hopes to defeat the "economic war" attributed to entrepreneurs and opposition to his rule.
Maduro said the law creates mechanisms to regulate "dominant positions that do so much damage to those who establish control over specific sectors of the economy and use them to force society to their particular interests."
Looking for investors
on the Law of Foreign Investment said it seeks to establish mechanisms which would "attract foreign investment within the new framework of the socialist plan 2013-2019".
"It seeks to establish facilities combined with the economic zones of public and private national and international investment for the development of the sectors prioritized in each of the economic zones will be activated in a very special way," he said at a ceremony at Government House .
He said the purpose of the law is that "investments truly come, because there are important sectors they want to invest" in Venezuela.
The legislation will establish "significant penalties" for those who violate free competition, consumer abuse or produce economic imbalances.
The law on VAT added at the current rate of 12 per cent additional rate of 15 percent for the purchase of luxury items such as yachts and aircraft.
Late Precision
Three years after the entry into force of Decree 8,413, also enabling signed by Hugo Chavez, Maduro signed a reform. "This law we will now need to give the state from where it has to go gold production instrument. During his speech, President Chavez also announced strategic partnerships with the State mining sector, as regards this new law.
Gold obtained by mining and exploration will be delivered to the Central Bank of Venezuela (BCV), in order that "the state has for projects in support of financial activities, not just coins. It is to support international reserves to support financial initiatives to raise resources and currencies. "
He also announced the creation of a Mining Social Fund, in accordance with the Act, to ensure resources for the social development of communities specialized in the sector minero. (DPA/Minci/AVN) ________________________________________________________________________________________
