The issue of payment has been debates many times. There are mechanisms in place to collect should VZ not want to pay up. The ISCID isin't directly involved but their ruling is legal in all participating countries that VZ does business with.

I actually see the possibility of VZ paying up at a discount to avoid going the collection route.
