Reasonable question.
Don't think it matters. They, all Venezuelan political parties, are socialists despite how they advertise themselves. The people there voted, beyond electing Chavez, that they want their handouts and to have the government continue to take care of them. Socialist agendas are tough to turn around, because basically people are lazy and the "handouts agenda" gets the thumbs up from voters, especially from those who do not want to work. However, even lazy people will get up to vote for freebie handouts.
Should the highly unlikely occurs, where a newly elected outfit will enact, "change," it will be years and years before Crystallex sees benefit. By then the ICSID thing is over/done.
Hope everyone has a good Christmas.
