Possibly, but this being Venezuela I would not plan on anything helping other than finishing the arbitration and then collecting in a US Federal District Court against oil money.

And Don, yes you scared me a little as I thought that you might be giving a smidge of intelligence to the average Venezuelan voter, which cannot possibly be the case based on what they have allowed to happen to their country. :)
