You're not supposed to figure it out. ICSID is confidential. As part of the process, the parties request and exchange documents and written answers to questions from each other. Sometimes there is a dispute as to what parties are required to produce, so they take those disputes to the tribunal and it issues a procedural order telling what is and is not to be produced between the parties. It's not the tribunal asking for docs.
