In my humble opinion this is nothing but a delay by Chavez to get past the elections. Looks bad on him if GRZ is awarded a pile of money before O-7.

Remember the tribunal is made up of 2 oppositions and 1 Natural. The delay benefits Chavez. GRZ is perfectly satisfied with their current position in the arbitration. The award is in its writing-up stage right now. Must be one paragraph left. IMHO
