Canada does not enforce treaty "violations" -- if you read it, it gives investors protection that they must themselves enforce, i.e. must take Venezuela to arbitration in our case.

There is no provision in the BIT for the governement of Canada to intervene, other than like all member states of the New York Convention to enforce a judgment obtained by arbitration once final.
