I have complained to the OSB. On numerous occasions. Because the filings posted by the monitor would generally happen a week or two after the fact. On my first complaint, OSB got right on the monitor and the filing was posted the next day. But, after that first complaint, it appears the bureaucracy does not have time to deal with it.

According to the, "Companies' Creditors Arrangement Regulations," the monitor's reports, proposed compromises/arrangements, court orders, and monitor commications/notifications with creditors are to be posted ...

"...within two business days after the day on which they are filed..."

If more folks complained maybe OSB would take it more seriously. Maybe.

However, I do not think the monitor has any real say over how the company conducts business concerning salaries. Just like the court has no real say over how the company conducts business.

Still in the camp that all of these guys - management, tenor, bondies - are in cahoots.
