It appears to be a general cease trade order.

Stops all trading of this ticker, apparently only in Canada. Appears to be a waste of time and resources to stop trading of something already ejected from the TSX.

Guessing it makes the backroom deals of moving shares now illegal in Canada.

No problem, just drive across the border to cut the backroom deal.

Question is,... Will US OTC eventually recognize and support the Canadian order?

For now, apparently not.
