risk/reward for retail investors at these price levels seem appropriate for purchase utilizing appropriate money management percentages. 49% percent equity in the form of dillution still gives investors one hell of return when/if ICSID settlement is rewarded.

Calling this speculative is obvious given the price level of stock.
