Yes.

The panel is pretty close to being constituted. Each side has selected its arbitrator choice and a third was chosen but was unable to serve. A new third arbitrator was chosen and the parties are waiting to hear if that person can serve. If for some reason they cannot, then we can ask the ICSID to just appoint someone.

The emphasis on the financing is because it is obviously a necessary action to continue to the end of the process. The constitution of the arbitration panel is a given, it will happen and things will move to completion if we get the $$$.
