It will take 8-10 years to build sufficient infrastructure for Hugo to refine his oil, until then he pays awards or stops selling oil. As with most things Hugo is all about the bluster -- then his boys have to figure out how to make it work. Foreign reserves are dwindling and no longer the backstop that they were.

China has a strong presence there, but seems like things are slowing down -- maybe just a placeholder for what comes after Hugo.
