If the Venezuelans are serious about getting JVs for Brisas and LC then they would be best advised to settle the ICSID cases on terms that allowed for all the data and engineering to be passed over to them. Any other deal would cost a lot of time and money.

Of course they are not noted for taking the most sensible path. Perhaps this time will be an exception????
