China, Russia, and even Venezuela are member states (ICSID). In other words, China would pony up Venezuelan cash as quickly as England or the U.S. if ordered by the governing body. If anything, the concept of collateral makes more sense because they aren't keeping up with oil shipments etc. I don't care really about that noise, where is our financing?

All the talk about Venezuela not paying awards is noise. By their own lips, they have stated over and over and over that they always pay. They just dispute how much, plus they have also stated that they will abide by the awards rendered.
