Not really, if there were tumor cells outside the organ already in an abscess, it was already metastastic. The three types of tumors that I mentioned all spread by lymphatic and or hematogenous (blood) routes. An abscess is just an indicator of that spread, or more precisely that an area of tumor had probably outgrown the local blood supply and infarcted creating the local abscess. There are other types of cancer that it would matter, but none that would appear to apply in Hugo's case.
The metastatic nature of his disease is probably why they plan to keep him there for extensive post surgical therapies, which bodes poorly for his long term survival.
When the true nature of his illness comes out, he will have a very difficult time retaining power.
