I got an email from RM a couple days ago when I asked the question:

Since all news that we have heard is that we are only on an arbitration 
path now, has any significant expense cutting in Canada been started?  
Have we reduced employee numbers in Toronto?

He replied:

Toronto staff was essentially reduced to a minimum some time ago and I believe balance of TO staff are required for auditing, reporting and regulatory compliance purposes or required in ICSID case. Maybe there'll be one more cut :(
Most of burn was Venezuelan related and MOC compliance  and that's all in final stages of elimination.
