Clinton was bamboozled by Greenspan into deregulating Wall St., The Banks and letting the market police it's own. That was a huge mistake, which Greenspan has just know finally admitted and it still hasn't been fixed to this day. He was the leader of the crooks.

The root of the problem and until that part is fixed the main economic ills will remain. Unfortunately, there is a massive PR campaign by those same crooks to focus attention away from it.
