I agree with your post but I think we should give some consideration to the current strength of Hugo's mandate which may influence CRRC's ability to negotiate. This may have swayed Hugo's initial position for the proposed JV from what it may be presently. The Chinese don't get involved with the internal politics of foreign countries. It's strictly business as usual. The Russians deal differently. Depending on Hugo's political situation, he may need covert agreements with the Russians to maintain power. Castro was desperate in the early 60's and turned to the Russians for help. Who knows what secret backroom deals have been made and/or whether either party intends to fulfill them? Who knows whether or not Hugo causes a "Venezuelan Missile Crisis" before he relinguishes control?
