Could this be similar to when they rejected the environmental permit and the Minister of Environment summararily rejected all mining in southern Venezuela.

About a week later everything changed, mining was allowed again and KRY needed to submit a modified mining plan to conform to the environmental concerns.

Could this be similar - where they cancel the MOC, only to tell us 2 weeks later that the FAX machine was broken and it cut off the 'just kidding' at the bottom?
