I am sure I dont have a clue. But since under out JV the Chinese took responsibility for getting the permit (presumably for a biggger mine) and since previously it was CVG who were supposed to be getting the permit... I wonder whether they (the Chinese) came to believe that CVG should have a different role. I wonder if the Chinese wanted CVG out of the way and whether the termination of the MOC was the CVG responding.

Only me speculating. I have no idea. But there has to be some reason for this... other than plain stupidity.
