In answer to the question: Can Chavez be that insane? The answer, unfortunately, is yes.

I say this because Chavez could have had revenue coming from LC many many years ago with happy employed workers/voters in Bolivar praying for his good health everyday.

All he had to do was grant the permit after Ven had approved the mining plan and after KRY had paid the required bond and taxes.

But instead he chose the "insane" Robert Mugabe road, leading Ven and KRY off the cliff.
