A stable and effective administration has nothing to fear from satire or comedy and in fact should welcome it as part of free speech and expression.
Most well governed countries have cartoonists, critics and parody of government figures and it is a sign of a well adjusted population that they can view such material and laugh at themselves. This is certainly a well recognised british tradition evident every day in the public media of countries of british origin with stable functioning governments.
I guess that this reaction of Venezuela is just another example of sensitivity to their own failings. Shoot the messanger is always a popular response when the message is too close to the bone...
