Lamp, the educated class has left and are living in South Beach with Labron(sp?). there's nobody down there with enough brains or who can spell to issue the permit and the new MOC or, there is someone smart enough but they don't have the balls to make a move without Hugo's approval or, and the most likely, they won't make a move without a suitcase full of cash first.
