Sorry dlbehrns but I'm not the only one on this board who interpreted "ongoing discussions" to mean the paperwork is not yet complete.

In that initial PR, where does it tell you the paperwork is complete with the Chinese? If the paperwork IS complete for the JV and they are only waiting for Ven to give the permit then just what ARE they talking about?
