OF, I do believe you are reading it right. Keep in mind tho', that it is one professors view.

It means nothing IMO, unless there is a large group of well established bureaucrats and political types that want to push this hard. I would imagine that this will already have been done, cause this has been going on forever.

So, who knows, maybe this is a last fling of the cat. Maybe we'll see just how strong Chavez is. It will be interesting to find out if something like this would have to be voted on in the senate. The senate looks different than it did a few months ago. Then, it was pretty much whatever Hugo wanted, he got. He doesn't have the big majority he needs now, for important votes....
