So True.

However one wonders why Chevez would invest 950 Million dollars advanced by the Chinese with the Portugese rather than back with China.

I find that strange and would wonder if the Chinese do not think so as well.

Of course the Chinese may have approved this transfer.

Are the Chinese not capable of building these homes even for less ?
