BD I can't remember reading any thing directly, but the feeling I get is this has been happening all along. One example of this is the hospitial we built. Once it was completed there were no doctors or medicine provided by the Government, the operation of the hospital was not in our contract but I'm sure it was all our fault and we were blamed for that.

It sounds like Hugo is blaming previous administrations of the Venezuelan Government for giving too much away, but it is just not us. There is no private enterprise making money in Venezuela even the "prefered partners".
