I believe it is total bullshit. These agreements have been negotiated for years. For an agreement to be reached with Russians hours or days after Hugo gets rejected is Crap. He may not been allowed in the country but Hugo has access and needs access to their money that is all he really cares about. Just another attempt to shake the trees. We must be getting closer.
