CJR, I may be wrong but I believe the timing of the permit has everything to do with Hugo meeting Jintao. Let's hope Jintao is able to fit him in.

?? the chinese are already there (for the next week i think). hugo left last night. the article says he may visit china if hu jintao can schedule it. hu already said he could'nt, but i dont think hugo and hu getting together affects us either way.
