Not going to happen anywhere near the level you propose -- the relationship between China and Canada would be strained, and China has way too much invested in Canada (think tar sands) to screw a Canadian company with Hugo's help just to save a few bucks.

The Chinese are treading carefully in their global expansion for a good reason -- to prevent foreign governments from blocking their access to resources.
