I know Richard well and you will not be able to pin him down on dates but he will dangle dates as targets (as optimistic carrots for the shareholder). That's his job and I have nothing against him for doing that.

But Richard knows, as we all know, what Hugo says, and what he actually does, can be very different things.

The fourth quarter would be nice. Tomorrow would be better. But this JV deal may easily drag on until next year especially if the Chinese are demanding, on paper, what they may have been promised in talks.
