GW, hard to say. It could be that they don't want the risk of getting in before things are finalized. They may want to read the JV deal and the details in it to see if there are any sour points. The market does not like uncertainty. When things become more clear, I would expect funds to start buying in. They don't care about getting in at the very bottom. They'd be just as pleased to miss the first 20% rise if it means reducing their risk. And they won't mind getting out before we hit our top which won't occur for a few years.
