Bolivar state has a population of about 1,500,000 of VE total of 28,000,000. That's about 5% of the country's population.

The "vote" in Bolivar is not a significant factor to the total. from wikipedia: According to "the 2001 census, almost 90% of the population lives in urban areas." Which also means most all the people live in the north and could care less about the mountains and forests of the south.
