In the article I posted it states 2 words in parenthesis "Approval of Allocation" this was using a Google translation.

In using a different translator these words are "Authorization of Affectation". This was the type of permit that was revoked in April of 2008 from GRZ from what I can tell. In the article says "implies" or "means" this is given and doesn't say that is has been for sure. Just thought this very interesting.

This is an excerpt off of GRZ's website:
