Jimmi, two good posts. I must add something regarding the delay. All imo as well. I feel this may be delayed with regard to the moc being transfered and certain aspects of it being or wanted to be modified or changed outright. Kry owns the contract at this point, and Vz may want more out of this deal for this to go forward, and it could very well be something discussed previously between Vz and crrc, who knows. The contract obviously has to be re-written to be wrapped around this new deal and I am sure there are many eyes on it while it is done. Could be simple as that as well.

There is also the corruption factor that lingers in the background and for sure plays a significant role in many ways down there. Is it a factor here? Another, who knows.
