CJR...Exactly...if I had to guess...I'd say that the delay has to do with getting the election out of the way before announcing the news rather than the "extremely complex multi-lingual legal issues". What unemployed small scall miner (or any of their relatives) is going to vote "yes" to being sold out to the big mult-nationals?
