No doubt that is true...but as you've stated before...that cow has pretty much run out of milk. I don't think they can avoid launching large scale mining much longer. Of course, there will still be plenty of opportunities for bribes, kickbacks and officially condoned corruption with respect to "approved" small scale as well as large scale mining operatons.
