The time line was given by the lawyers and they missed it.

You ask RM, he asks the lawyers or RF.

They tell RM that they think they can still complete everything by the end of Sept.

Now they say they can't and it may take a bit longer so he releases this and people are pissed at him. Give the guy a break.

I'm guessing it was RM who pushed for the wording 4th quarter instead of early October so there is lots of room now.
