I would think that there are just a few close enough to the situation, but not considered insiders, who would jump at the chance

Pen....alot of people are not jumping at the chance at .40 cents U.S. per share. I guess the low volume buyers strike is a "stealth" move to avoid any unnecessary increase in share price.
