Smart? I don't think so. If they truly wanted to do that, they would have honoured their contract earlier and had a working mine now. The word that comes to mind is incompetence. They had a tonne of money thrown at them when oil was going uber-wild and now they not only have no money to show for it EZ, but they owe a bunch of gangsters cash. Smart is the last word I would design them at right now.
