BTW: It seems to me that all stated dates in the "prelim" note that they can be extended if both parties agree on doing so. So dates are soft targets, not brick walls.

September 26th, the date of the upcoming parliamentary elections might factor in here....assuming that Hugo's endorsement of the proposed deal would offer him some political traction ahead of the elections.
