I agree fully with your clear reading of the primary agreement, of course the detailed work to decide what expenses are "associated" with obtaining the permit is still pending. IMO pretty much everything we've spent in VN will qualify.

RM has no more understanding of the details than the plain wording of the agreement at this point, so those who want to discuss it with him will probably find no help at this point. The fine details remain to be negotiated, but I doubt there are any material amounts not agreed to in principle.
