It was in the initial news release but I think many missed it while scanning for details on the deal. The fact that both KRY and CRRC have been meeting with VZ tells me that VZ will be on board.

Perhaps VZ was holding the clause in the MOC about KRY securing the financing for the project as a reason to not be in complience. With the Chinese we have the financial and political clout to get this done.
