At the end of the article it gives the names of all attending but not sure it includes everyone because it says "among other officials" at the end. I was looking for Hitcher's name in there to be at Miraflores also but don't see it. However I do believe I posted this article last week when the Chinese delegation first arrived and they did spend some time with Hitcher:

With a special plan for monitoring the gold industry in the country, along with technicians from China, the owner of People's Power Ministry for the Environment, Alejandro Hitcher, announced that it will prevent the diversion of part of the annual production gold metal.

Since Gold Processing Plant Captain Eduardo Vera Flores, and accompanied by the Asian delegation, the official explained that the objective is the industrialization of the product and optimization of its dimensions: the excavation and production.

Vera said that this activity will be incorporated into green technology, will increase production capacity and manufacture a metal refining facility in cooperation with China. Of the 11 tons produced in the country, Eduardo Vera plant, owned by CVG Minerven, generates six.
