They call this a 'Super Profit tax. I wonder if this means that after a certain profit the tax would kick in.

I don't doubt that this all comes from the high (going higher) price of Gold, and continued demand for resources. If gold was profitable to mine @ $500 an ounce, the profit becomes enormous if gold reaches 1500 to 2000 an ounce. This law would only make sense if it was somehow tied to Windfall profits.
