It has been confirmed that the project of new Law of Mines, happened
to the package of the Qualifying Law, corresponding to him to the
president of the Hugo Chavez republic, to give its approval him,

is the elimination of the figure of the concessions in the
extraction, processing and commercialization of gold. This modality
of State to eliminate the concessionary regime, includes the same,
the treatment that receives Venezuelan minerals, headed by the oil

remember that a first draft of Law of Mines exists, elaborated by the
Commission of Mines of the National Assembly.

This document was approved by the parliament in his first discussion.
There were reclamations of the miners, by them not to have heard

discussion. When the first draft was presented/displayed in Tumeremo,
in the seat Bolivar, by then the deputy Jose Ramon Rivero, today

presented/displayed it. This proposal was warmly assumed by the
mining leadership present.

It corresponded to the Mining Unit of the South, cradle in this city,
to write up and to give to the National Assembly the own first draft.
As a time passed, without there was answer, the miners have been
asking for an interview with the president of the republic, Hugo
Chavez, to request quick approval to him of the mentioned first
draft.

The first draft of the miners differs from before project of the
deputies. The deputies seat the aim of the concessionary regime and
the first draft of the miners, defends it. The proposal new Statutory
law of Mines and Indigenous Communities of the miners also rejects
the term of precarious title that the Ministry of Mines would give
the small miner. It says the Mining Unit of the South, that the
precarious title, which does not serve the miner to him to manage
technology nor financing, would be to put under the worker from the
mine to an eternal poverty

On the other hand, the deputy Francisco Jiménez, who is been along
with the miners in different scenes, trying alternative that ends as
much conflict that always are pronounced in the mining, confirmed
that the first drafts of new Law of Mines, were put at your service
of the president of the Hugo Chavez republic, under the norm of the
Qualifying Law.

THE BAD EXPERIENCE

In the middle of the discussion of the first drafts, Iván Hernandez,
