Russia and Venezuela: A sobering assessment in cooperation and friendship

Caracas, 2 Apr. ABN .- Multiple cooperation agreements between Venezuela and Russia in various areas, intended to facilitate the development of both countries and help strengthen the bonds of friendship between both peoples and governments is the main feature of the last ten years of bilateral relations .
To celebrate and strengthen it comes to Venezuela on Thursday the Russian premier Vladimir Putin, who will be received by the President of the Bolivarian Republic of Venezuela, Hugo Chávez Frías, to jointly verify the status of implementation of the agreements and sign new agreements with which the strategic ties between the two countries will be strengthened and will open a new stage in political and economic relations and trade.
Putin's visit coincides with the celebration of the bicentennial of the start of the war of independence in Venezuela, the 65th anniversary of establishing diplomatic ties and the same anniversary of victory over fascism.
In sixty-five years of relations between both countries, it is not until the arrival of Commander Chavez and the Bolivarian Revolution began in which the links with the country and the world's largest global power grow and multiply at a breathtaking pace.
Cooperation in the area of use of nuclear energy for peaceful purposes, is one of the cooperation agreements signed between both nations that will fall on the integral and sustainable development of Venezuela.
The objective of this agreement is to promote cooperation in nuclear energy, promoting the adoption of bilateral projects in the area, to meet domestic energy needs and contribute to the diversification of energy sources, both for Venezuela and Russia.
Other agreements between Venezuela and the giant Eurasian energy area, is focused on the production of oil, gas and electricity, this in order to increase economic efficiency and technological Venezuela.
In this regard the Russian companies Gazprom and state oil company PDVSA signed a joint study agreement for the future operation and mutually beneficial Ayacucho Block 3, of the Orinoco Oil Belt.
They also signed a memorandum of understanding between PDVSA and Corporación Naval Shipbuilding Unit.
The content of the agreement determines the terms of cooperation to advance the construction and repair of ships and offshore platforms, as well as supplies building construction technology, design of civilian vessels, bankers, merchants, dredgers, tugs, barges and other and their respective accessories.
Thus will begin a training plan Venezuelan labor for these jobs.
In the aeronautic field highlights the cooperation agreement on air services, which seeks to promote the activities of air transport between the two countries, while seeking to establish a legal framework for the operation of aerospace companies in both nations.
Through the cooperation agreement with the Federal Antimonopoly Service of the Russian Federation, is intended to promote cooperation between the two countries to reciprocally provide greater opportunities and legal guarantees to companies interested in investing in both countries.
The abolition of visa requirements for mutual nationals of both countries was also the subject of another of the agreements that tighten the relations between Venezuela and Russia, thus contributing significantly to the intensification and deepening of exchanges between the two nations .
In total, between Venezuela and Russia, habáin signed nine cooperative documents have projected the bilateral relations to higher levels of integration, although the geographic distance separating the two countries.
On energy cooperation have been signed four memorandum of understanding: 1 .- Between Petroleos de Venezuela, SA (PDVSA) and the Russian AK Transneft. Purpose: To promote cooperation in the field of development of transport infrastructure in the Orinoco Oil Belt; 2 .- PDVSA and Rosneft Oil Company. Re: Run for joint investment projects for the purpose of acquisition, participation and management of oil and gas assets on the territories of third countries; 3 .- between PDVSA and the National Petroleum Consortium (Consortium Russian). Purpose: To conduct a conceptual engineering to determine the feasibility and better conditions for the establishment of the Joint Venture Refinery, joint venture, with a peak processing capacity of 450 thousand barrels per day of crude and 4 .- PDVSA and the National Petroleum Consortium. Purpose: To establish the framework for the development of the Junin Block 6 of the Orinoco Oil Belt, within which envisages the establishment of a joint venture between the National Consortium on Russian oil and Venezuelan Petroleum Corporation (CVP) a subsidiary of PDVSA.
Another document is the Letter of Intent between the Russian company Ruscaolín and the Ministry of People's Power for Basic Industries and Mining (Mibam) had as objective to deliver new joint venture created between Ruscaolín and Corporación Venezolana de Guayana (CVG), the Last July 27, 2009, in Caracas, equipment Venamo Plant, located in Santa Elena de Uairen (Bolivar State). An eighth paper agreement between both governments is aimed at the mutual protection of intellectual property during the bilateral military-technical cooperation.
The ninth document is the Agreement between Venezuela and the Russian Federation for the development of joint projects main purpose is to establish the principles and fundamentals that will govern and boost energy and financial cooperation between the two governments determined.
Before the end of this year is expected to Venezuela and Russia, notably the establishment of a binational bank, which begin with 4 billion dollars.
The fight against drug trafficking is also the subject of cooperation between Russia and Venezuela, in this respect the guidelines of both countries to optimize the fight against this scourge are covered by Russian-Venezuelan agreement signed in August 2009.
