Representatives of the Ministry of Popular Power for the Environment and the Autonomous Institute Bolivar Mine, attached to the governor, met Wednesday in Upata, with a group of people who have handled concessions or permits assigned to non-metallic mineral extraction, referred to the washed sand, sand mining and filler.
The engineer Alberto Aray, represented the Ministry of Environment, as Chief Administrative Zone No. 07, engineer Polybius Quiaragua Upata Office for Mine Bolivar, came Jesus Guevara and Jorge Oropeza, mayor of the municipality was represented by Mary Eugenia Baute, director of the environment.
After discussing a number of topics covered in the agenda of the fourth meeting held with officials of the concessions granted to the respective process of legalization, the engineer Aray, elucidated the findings and approved agreements with six assistants, with no two where he stressed that became known everything about the adequacy of firms engaged in the collection, management and sale of non-metallic mineral Piar Municipality, established in washed sand, sand mining and filler.
Agreements and Commitments

To realize this work Aray said the engineer, the third step is to assess the diagnosis and documentation submitted by the company permission to grant, in addition to site supervision, aiming to lift a report referred to possible effects on the permitology or the exploitation of materials removed, proceed to adjust and correct the deficiencies identified.
Population Growth Upata
He clarified that this initiative of the Ministry of Environment and the Bolivar Mining Institute, is based on workshops enable those responsible for these activities because it is no secret that the town itself Piar and Upata City, lives a population growth very accelerated, with urban projects promoted by the national government, private construction of shopping malls, among many others requiring feedstock nonmetallic minerals mentioned above.
It is therefore the responsibility of these government agencies regulations governing Act, prevention of environmental degradation to the detriment of nature, ecology and human society, he said.
He noted that the needs of such non-metallic material can not be left to the free use, anarchic procedures, both government agencies and businesses or individuals, but must be tailored prevention standards, to avoid irrational attitudes and availability of this resource a controlled manner, allowing the recovery of affected areas.
He recalled that the Law is for everyone and explained that the Municipality of Piar Municipality, also came as a firm candidate for a concession in the management and extraction of nonmetallic minerals, "because if people have particular responsibilities as incumbent on government agencies comply with the governing articulated opinions, regulations and rules of laws related to environmental matters, because if they commit violations must be corrected, "he said.
Specified that the main objective of the workshops conducted, is to detect any impairment that has suffered the environment or are exposed to dangerous conditions on the preservation of ecology, however clarified that if the Venezuelan laws provide that somehow must be paid, either through a compensation plan of correction or arborization.
He disclosed that when a permit is granted or applications for a concession stand some conditions that provide for the responsibility assumed by the person, agency or any other beneficiary of the exploitation of non-metallic minerals, once complete its beneficial use, must respond with a compensation plan or program of the environment in that area, to minimize environmental impact suffered, "but long after they forget this necessary benefit entitlement" he asked.
No damage to the environment remunerated
The engineer Alberto Aray, said that those responsible for the concessions for exploitation of nonmetallic minerals, are accountable for environmental compensation plan in the affected area, after completion of their benefit, "but many after taking advantage economically, they forget the necessary compensation to minimize the environmental impact "
