this investigation puts hugo in a big bind if you ask me.

either the ven govt finds that kry was in violation for not starting the mine (we all know that's BS but that is why chancellor is in jail, protesting kry for not opening the mine) which foeces kry to arbitration and makes the ven govt look like total asses for letting hugo's opposition sit in jail.

or

the ven govt finds kry did not violate the contract and that gives us major ammo in arbitration or forces ven to deal with us....
